(1) In a case where it takes time to make recommendation for the study, non- tourist and business visa, the concerned Ministry may, upon mentioning the same matter, make recommendation for the issuance of the study, non- tourist and business visa provisionally for a period not exceeding Three months.
(2) In a case where it takes time for the foreigner as referred to in Clause (h) of  Sub-rule (1) of Rule 8 to submit the marriage registration certificate, the Department may, on the basis of recommendation made by the authority or
embassy of the concerned country, issue a non-tourist visa for a period not exceeding Three months.
